This is an antique piece of jewelry measuring 6 and 1/2" long. It could be the center section of a necklace or part of a pocketwatch holder. The center section is amazing woven hair and the connectors to the celluloid rings are wrapped in woven hair. Although I am not certain of the intended use, the creative person could make it a full piece; i.e. add more celluloid rings to make it long enough to wear as a necklace.
