This is a brand-new, never-been-worn Blackmilk Clothing Black Strapless Waistcoat in a Size 10 US. This was a limited-edition when it was released and is now considered a museum piece. I bought two sizes when this came out and this is the one that didn't fit. Here's the description from the BlackMilk website:
